INTRODUCTION

1.1. Background of the Study

The advent of social media has revolutionized communication, information sharing, and public engagement, creating both opportunities and challenges for societies worldwide. In Nigeria, social media platforms such as Facebook, Twitter (now X), Instagram, and WhatsApp have become indispensable tools for communication, activism, and civic participation. However, the unregulated and often misuse of these platforms has raised significant concerns about their impact on national security. Between 2023 and 2024, Cross River State, a region known for its cultural diversity, tourism potential, and relative peace, experienced a surge in social media usage, which brought to the fore critical issues related to misinformation, cybercrime, and the potential for social unrest. This study, framed from the perspective of the Nigerian Institute of Public Relations (NIPR), examines the intricate relationship between social media and national security in Cross River State during this period, highlighting the role of ethical communication and public relations in addressing these challenges.

Social media has become a double-edged sword in Nigeria, serving as a platform for both positive social change and potential threats to national security. On the one hand, it has empowered citizens to hold governments accountable, mobilize for social justice, and foster community engagement. For instance, during the #EndSARS protests in 2020, social media played a pivotal role in organizing nationwide demonstrations against police brutality, showcasing its potential as a tool for activism and accountability (Adeleke, 2021). On the other hand, the same platforms have been weaponized to spread fake news, incite violence, and undermine public trust in institutions. In Cross River State, the misuse of social media has manifested in the form of hate speech, false information about government policies, and the proliferation of cybercrime, all of which have implications for national security. The Nigerian Institute of Public Relations (NIPR), as a professional body dedicated to promoting ethical communication and fostering trust between the government and citizens, has a critical role to play in addressing these challenges.

The Nigerian Institute of Public Relations (NIPR) was established in 1963 to regulate and advance the practice of public relations in Nigeria. Over the years, the NIPR has been at the forefront of promoting ethical communication, fostering national unity, and addressing issues that impact public perception and security (NIPR, 2023). In the context of social media and national security, the NIPR has emphasized the need for responsible communication and the ethical use of digital platforms. Between 2023 and 2024, the NIPR organized several workshops, seminars, and public awareness campaigns in Cross River State to educate citizens on the dangers of misinformation and the importance of verifying information before sharing it online. These initiatives were part of a broader strategy to mitigate the negative impact of social media on national security while harnessing its potential for positive change. The NIPR’s efforts in Cross River State reflect its commitment to promoting a culture of responsible communication and fostering dialogue between stakeholders.

Cross River State, located in the South-South region of Nigeria, is renowned for its rich cultural heritage, tourism potential, and relatively peaceful environment. However, the increasing use of social media has introduced new security challenges that threaten the state’s stability and development. For example, during the 2023 general elections, social media was used to spread false information about electoral processes, leading to tensions and mistrust among voters (Ekanem, 2023). Additionally, the rise of cybercrime, including phishing scams, identity theft, and online fraud, has been linked to the misuse of social media platforms in the state. These issues have underscored the need for a comprehensive approach to managing the impact of social media on national security, particularly in a state like Cross River, where tourism and economic development rely heavily on maintaining a peaceful and secure environment. The state government, in collaboration with the NIPR and other stakeholders, has taken steps to address these challenges, including the launch of public awareness campaigns and the promotion of digital literacy.

The Nigerian government has implemented several measures to address the challenges posed by social media, including the introduction of the Cybercrimes (Prohibition, Prevention, etc.) Act in 2015 and the establishment of the National Information Technology Development Agency (NITDA) to regulate online activities (Federal Republic of Nigeria, 2015). However, these measures have often been criticized for being overly restrictive and infringing on freedom of expression. In Cross River State, the government has adopted a more collaborative approach, working with the NIPR, civil society organizations, and community leaders to promote responsible social media use. For instance, in 2023, the state government launched a campaign titled "Think Before You Share," aimed at reducing the spread of fake news and hate speech (Cross River State Government, 2023). This campaign, which was supported by the NIPR, emphasized the importance of verifying information before sharing it online and encouraged citizens to report suspicious content. These initiatives reflect a growing recognition of the need to balance security concerns with the rights of citizens to access and share information.

From the perspective of the NIPR, the relationship between social media and national security is a complex and multifaceted issue that requires a collaborative approach. The NIPR has advocated for the development of policies that promote transparency, accountability, and ethical communication in the digital space. It has also called for greater investment in cybersecurity infrastructure and the training of law enforcement agencies to effectively monitor and respond to online threats. In Cross River State, the NIPR has worked closely with community leaders, civil society organizations, and the media to raise awareness about the dangers of social media misuse and to promote a culture of responsible online behavior. These efforts have been instrumental in fostering dialogue and building trust between the government and citizens, which is essential for addressing the security challenges posed by social media.

The period between 2023 and 2024 marked a critical juncture in the relationship between social media and national security in Cross River State. The Nigerian Institute of Public Relations played a pivotal role in addressing the challenges and opportunities presented by social media, emphasizing the importance of ethical communication and responsible use of digital platforms. As social media continues to evolve, it is imperative for stakeholders to adopt a proactive and inclusive approach to managing its impact on national security. This study seeks to contribute to this ongoing discourse by examining the experiences and perspectives of the NIPR in Cross River State, with the aim of providing insights and recommendations for enhancing national security in the digital age.

1.2 Statement of the Problem

The rapid proliferation of social media platforms has transformed the way information is disseminated, consumed, and shared, creating both opportunities and challenges for societies worldwide. In Nigeria, social media has become a powerful tool for communication, activism, and civic engagement, but its misuse has raised significant concerns about its impact on national security. Between 2023 and 2024, Cross River State, a region known for its cultural diversity, tourism potential, and relative peace, experienced a surge in social media usage, which brought to the fore critical issues related to misinformation, cybercrime, and the potential for social unrest. Despite the efforts of the Nigerian Institute of Public Relations (NIPR) and other stakeholders to promote responsible social media use, the misuse of these platforms continues to pose a threat to national security. This study seeks to address the problem of how social media misuse in Cross River State undermines national security and how the NIPR can leverage its expertise in public relations to mitigate these challenges.

The misuse of social media in Cross River State has manifested in various forms, including the spread of fake news, hate speech, and cybercrime. For instance, during the 2023 general elections, social media was used to spread false information about electoral processes, leading to tensions and mistrust among voters (Ekanem, 2023). Additionally, the rise of cybercrime, including phishing scams, identity theft, and online fraud, has been linked to the misuse of social media platforms in the state. These issues have not only undermined public trust in institutions but also threatened the state’s stability and development. The Nigerian Institute of Public Relations (NIPR), as a professional body dedicated to promoting ethical communication and fostering trust between the government and citizens, has a critical role to play in addressing these challenges. However, there is a lack of comprehensive research on how the NIPR can effectively leverage its expertise to mitigate the impact of social media misuse on national security in Cross River State.

Despite these efforts, the misuse of social media continues to pose a significant threat to national security, highlighting the need for a more comprehensive and inclusive approach to addressing these challenges.

The problem of social media misuse and its impact on national security is further compounded by the lack of digital literacy among citizens. Many users in Cross River State are unaware of the dangers of sharing unverified information or the potential consequences of their online actions. This lack of awareness has made it easier for malicious actors to exploit social media platforms for their own gain, further undermining national security. The NIPR has made efforts to address this issue through public awareness campaigns and workshops, but there is a need for more targeted and sustained interventions to effectively combat the problem. Additionally, there is a lack of research on the specific ways in which social media misuse impacts national security in Cross River State and how the NIPR can leverage its expertise to address these challenges.

Despite the efforts of the NIPR and other stakeholders, there is a lack of comprehensive research on how to effectively address these challenges. This study seeks to fill this gap by examining the specific ways in which social media misuse impacts national security in Cross River State and how the NIPR can leverage its expertise in public relations to mitigate these challenges.

1.3 Objectives of the Study

By focusing on the period between 2023 and 2024, the study captures recent trends, strategies, and challenges faced by public relations professionals in managing security-related discourse online.

The findings of this study will be beneficial to security agencies and policymakers, as it will provide empirical evidence on how social media platforms contribute to security threats such as misinformation, fake news, and propaganda. With this knowledge, government institutions can develop more effective policies and regulations to monitor and manage digital communication in a way that strengthens national security without infringing on fundamental rights such as freedom of expression. Additionally, the research will highlight the importance of collaboration between public relations professionals and security agencies in ensuring accurate and timely dissemination of information to the public.

For the Nigerian Institute of Public Relations (NIPR) and its members, this study will serve as a valuable resource in understanding the evolving role of public relations in security discourse. It will offer insights into best practices for digital crisis communication, reputation management, and misinformation control. Public relations professionals will benefit from recommendations on how to strategically use social media for positive engagement while mitigating its risks. Furthermore, the findings will help in refining training programs for PR practitioners, equipping them with advanced skills for managing digital communication in a security-sensitive environment.

Academically, this research will contribute to existing literature on social media and national security, particularly within the Nigerian context. It will provide a foundation for future studies exploring the intersection of digital media, public relations, and security concerns. Scholars and students in media studies, communication, public relations, and security studies will find the study valuable in expanding their knowledge and conducting further research on similar topics.

The general public and social media users will also benefit from the study, as it will raise awareness about the implications of irresponsible social media use on national security. By understanding how misinformation and digital manipulation can contribute to security crises, individuals will be encouraged to engage more responsibly online. The research findings will also support digital literacy initiatives, helping users to critically evaluate online information and avoid sharing misleading content that could contribute to insecurity.

In summary, this study is of great importance to security agencies, policymakers, public relations professionals, academics, and the general public. By addressing the challenges posed by social media to national security and providing actionable recommendations, it aims to promote a more secure and well-informed digital communication environment in Cross River State and Nigeria at large.
