ABSTRACT

This study focuses attention on National Directorate of Employment, trying to solve the unemployment problem in Oredo Local Government Area. This study covers the numbers and types of small scale enterprise that were established in the areas of those that benefit from the programmes. The National Directorate of Employment has established small scale enterprises that benefit people in Oredo Local Government Area. In this view the following recommendations are made in educational system for the people to be encouraging in vocational skills or relevant areas that being affecting them concerning the unemployment factor in the society.

CHAPTER ONE

INTRODUCTION

BACKGROUND OF THE STUDY

          The survival of human beings that is man depends largely on some units of life. The most important of them is food, while others include housing pipe borne water, health, among others. In this present day’s basic essential of life are not obtained as gift rather that is purchased by those who demand for them.

          This is why they always say there is no food for lazy man; an idle man is this work will be unemployed person. An unemployed person can be educated and uneducated. In this Nigerian context like others developing countries, apart from the general belief among economic planers educationist and policy maker. This can be accelerated by spending more on education. Educational programmes if properly conceived and planned, should be instrumental to the full development of the individual citizen. 

          Despite the emphasis, many may say there is over emphasis on formal education, Nigeria educational system is not only distorted at critical points but more importantly, its basic orientation is grossly out of tune with the employment needs of its product, or with the development need of the society (Ukeje 1986) consequently, white collar workers are always in over supply in recent years, many critics have called for the relevance of education to the needs and goals of the society some social anthropologist for instance have argued that education can be dysfunctional as well as functional and educational investment like all other is subjected to demising returns. While scholars and educationists have advocated a close relationship between education, educational systems and the man power requirement and absorptive capacity of the modern sector of the danger of merely imitating the educational system of more advanced countries and to the fact that unemployment among university graduates are increasingly becoming that fact of life in Nigeria.

          While the problem of unemployment among all categories of school leavers in Nigeria has become of serious concern to scholars either articulate citizens, only a few studies have attempted either to produce a precise qualification of those important phenomena in terms of status, sex, age, occupation, tribe, religion and level of education in Nigeria

STATEMENT OF THE PROBLEM

          The prevalence of unemployment in Nigeria in the 1980s necessitated the establishment of the directorate of employment, which is charged with the responsibilities of creating job opportunities for able bodied men who are willing to work. Unfortunately, unemployment is one the increase and unabated despite the laudable objectives of the National Directorate of unemployment programs and the vital instrument put in place to ensure its success. On these national directorates of employment has made towards reducing unemployment in Oredo Local Government Area. The establishment of the directorate of employment of job to men either to produce a precise quantification terms of directorate of employment conceived and planned, should be instrumental full of the development of the individual citizen.

PURPOSE OF THE STUDY

          The purpose is to know why unemployment is still too rampant in Oredo Local Government despite the effort been made to eradicate it this is because while collar job seeker that is professional are too many industries are few.

          The national directorate of employment has done nothing to reduce the ugly situation in local government area and that is why unemployment is no the increase.

          Every day people graduates from one profession to another only to roam about the street paternal due to the fact that there is know good job.

          The national directorate of employment has to do something in our society in other to increase the industries in the society to enable the unemployment to raise job. The national directorates of employment are too selfish on their self. In other to rise industries in the society.   

SIGNIFICANCE OF THE STUDY

          The study reviews the unemployment rate among different level of education at matched with ages and sex in Oredo Local Government Area of Edo state. Solution to these problems with a view to avoiding future occurrence. The unemployment rates among different level of education are much in the society due to the fact of low employee and low industries only a few studies have attempted either to produce a precise quantification of those important phenomena.

          The unemployment is higher because of the total population in Oredo Local Government Area. The problem of unemployment among all categories of school levels in Nigeria has become serious concern to the citizen in terms of status, sex, age, occupation, religion and level of education, in fact that the manpower require the capacity of the modern sector of the national economic in Oredo Local Government Area the unemployment can be dysfunctional and educational investment like all other is subjected to diminishing returns in Nigeria.

RESEARCH QUESTION (HYPOTHESIS)

          The research question drawn from this study includes:

1.     That the rate of unemployment is higher or lower where compared to the total population in Oredo Local Government Area?

2.     If unemployment is higher what is the causes?

3.     Does the rate of unemployment have anything to do with sex or tribe?

4.     Possible solution to the unemployment rate in Oredo Local Government Area of Edo State.

5.     Why it’s that the national directorates of employment are selfish to create job?

SCOPE OF THE STUDY

          This scope of study is limited to Oredo Local Government Area of Edo State national youth employment and vocational skills development programmes national open apprenticeship scheme, small-scale industries and graduate employment programme and disable work scheme. This should be establishing in our country Nigeria to enable the graduate to be employment instead of becoming useless or harmful to the society.

          The National Directorate of Employment has the opportunity in Oredo Local Government Area. The unemployed need to be saves as an employee to facilitate our society Nigeria.

DEFINITION OF TERM

Unemployment: The fact of a number of people not having a job is due to the fact that no industries and no quantification in Oredo Local Government Area.

Orientation: The type of aims or interest that a person or an organization has orientation acquired the skills to inform the person afford in the organization.

Formal education: This is where you have rules and regulations and at the end you acquired your certificate primary, and secondary and tertiary school.

Education: Is a process of learning tom acquired knowledge, skill, attitude, behaviour in teaching processes.
